Overview
The Yellow Ribbon Program is a partnership between the VA and participating schools that covers tuition costs beyond what the Post-9/11 GI Bill pays. If you attend a private university or an out-of-state public school where tuition exceeds the GI Bill cap, Yellow Ribbon can fill the gap — potentially making expensive schools completely free.
How It Works
- The Post-9/11 GI Bill pays tuition up to a maximum cap (currently around $28,937/year for private schools)
- If your school's tuition exceeds that cap, the school voluntarily contributes additional funds (the Yellow Ribbon portion)
- The VA matches whatever the school contributes, dollar for dollar
- The result: your remaining tuition gap can be partially or fully covered
Example: Your school charges $50,000/year. The GI Bill covers $28,937. That leaves a $21,063 gap. If the school contributes $10,531 through Yellow Ribbon, the VA matches with $10,531 — covering the full gap. You pay $0.
Eligibility
You must meet ALL of the following:
- 100% Post-9/11 GI Bill eligibility (at least 36 months of qualifying service after 9/10/2001)
- Enrolled at a participating school — not all schools participate, and those that do may limit the number of students or the funding amount
- Pursuing a degree or certificate covered by the GI Bill
- Not on active duty — active-duty service members are not eligible (their tuition is covered by tuition assistance or the GI Bill at the in-state rate)
Fry Scholarship and Dependent Transfer recipients at the 100% level are also eligible for Yellow Ribbon.
What Yellow Ribbon Does NOT Cover
- Housing allowance (BAH) — that's covered by the GI Bill separately
- Books and supplies stipend — also covered by the GI Bill
- Fees that the GI Bill already covers
How to Find Participating Schools
The VA maintains a searchable database at VA.gov where you can look up:
- Whether a school participates
- How many students they accept into the program
- The maximum contribution amount per student
- Which degree programs are covered (some schools only offer Yellow Ribbon for certain programs)
Common Scenarios
Ivy League / Top Private Schools
Many elite universities offer unlimited Yellow Ribbon funding for unlimited students — meaning the GI Bill + Yellow Ribbon covers 100% of tuition. Schools like Harvard, Stanford, MIT, Columbia, and many others participate generously.
Out-of-State Public Schools
If you attend a public university in a different state, you'll be charged out-of-state tuition. Yellow Ribbon can cover the difference between the GI Bill's in-state cap and the actual out-of-state rate.
Graduate Programs
Yellow Ribbon often covers graduate and professional programs (law, medical, MBA) — check the specific school and program.
Tips
- Apply early. Some schools limit slots. Contact the school's Veterans Services Office as soon as you're admitted
- Yellow Ribbon renews annually as long as you maintain enrollment and eligibility
- Negotiate. Some schools will increase their Yellow Ribbon contribution if asked — especially for competitive graduate programs
- Check the school's full participation details. A school might participate for undergrad but not grad, or vice versa
- Yellow Ribbon does not count against your GI Bill months. It's not using up extra entitlement — it's supplemental funding
